Lia Nogueira, a doctoral student, was awarded the Scott and Betty Lukins Fellowship from the Foley Institute for her strong academic performance, in addition to her determined dedication to public service.

“I had to write a research agenda, which focused on what impact certain issues related to agricultural public policy would have,” said Nogueira. “Also, issues that are important to Washington state.”

Nogueira’s research focuses on the effects sanitary and phytosanitary barriers to trade have on the Washington state apple industry. She will use her research to advise apple industry members on how to choose the best export markets, as well as providing enough information to industry lobbyists to further their cause.

With her graduation date approaching, Nogueira will use a portion of her award to finance her travel to the annual American Agricultural Economics Association meeting. While there she will connect with other researchers and discuss her research, along with what other researchers are doing.

The Foley Institute was established at WSU in 1995 to foster civic education, public service, and public policy research in a non-partisan, cross-disciplinary setting.
